政策研究大学院大学 科学技術イノベーション政策プログラム第124回GISTセミナーで、中谷純江講師が登壇し、デジタル技術がどのように紛争解決に活用されているかについて発表しました

近年、衛星やドローンなどの機器のコストの低下にともない、ユーザー数と利用可能な画像情報が増加しています。いくつかのNGOはソーシャルネットワーク・プラットフォームを通じてボランティアを組織し、紛争や平和の解決に重要な情報をオンライン上でアクセスできる情報を収集し、紛争解決に協力するという活動が生まれつつあります。また、国連では、交渉に非伝統的な参加者を巻き込むため、生成AIを実験的に使用されて始めています。

講演の後、参加者との活発な質疑応答が行われました。デジタル技術の紛争解決への利用は高い潜在力を持っていますが、議論から、制度や規制の課題などが今後の課題として残されていることが明らかになりました。

On November 30th, 2023, the 124th GIST Seminar (The 14th DX Seminar) was held at GRIPS, featuring Dr. Sumie Nakaya, an Assistant Professor at the Center for Global Online Education, Hitotsubashi University, as the speaker. Dr. Nakaya began by addressing the increasing complexity of contemporary conflict settlements involving non-state actors, elucidating the growing use of digital technologies (including Geospatial Information Technology and Analysis, Open Source Intelligence, Crisis Mapping via crowdsourcing, and AI) in resolving conflicts.

The declining cost of equipment, such as satellites and drones, has resulted in a widespread increase in users and available imagery information. Dr. Nakaya emphasized how certain non-governmental organizations coordinate volunteers through social networks to observe and collect critical information relevant to conflict and peace settlements. Additionally, she mentioned the experimental use of Generative AI to facilitate discussions with non-conventional participants, aiming to capture broader perspectives in negotiation outcomes.

Despite the potential of digital technology in conflict resolution, the interactive Q&A session underscored persistent challenges, especially in institutional and regulatory domains. These issues highlight that while technology holds great promise, addressing evolving challenges is essential to fully leverage its potential in shaping the future landscape of conflict settlement.
